The two companies have experience covering citizens who need to buy subsidized private coverage or Medicaid because of the 2006 Massachusetts healthcare overhaul, which resembles the recently-upheld Affordable Care Act. The state has added 400,000 people to insurance in the past six years and lowered its unemployment rate from 9 percent to 2 percent.
However, opposition to President Obama’s national healthcare reform in northern New England could be problematic for Tufts and Harvard Pilgrim, with some states threatening to reject federal funds for Medicaid.
