A nine-member advisory panel has been working for months on the legislation. The federal healthcare reform law requires states to set up exchanges by Jan. 2014 or invite the federal government to step in and take over implementation.
The proposed bill would authorize the exchange to certify participating health plans, determine individuals’ eligibility for the exchange and maintain hotlines and other services to help individuals and businesses in purchasing coverage.
