Under the federal healthcare reform law, all states must implement a health insurance exchange by Jan. 2014 or invite the federal government to step in and take over the process. States must submit plans by Jan. 1, 2013.
Exchanges are intended to act as online marketplaces where consumers and small businesses can comparison shop for health insurance. In New Hampshire, small businesses, health insurers and patient advocates support a state-run exchange. Opponents say the state should reject planning a health insurance exchange to send a message to President Obama about the future of the health reform law.
