1. Mr. Trump’s plan would impact individuals covered under the ACA’s Medicaid expansion; they would lose their benefits.
2. Individuals without insurance could still purchase policies under Mr. Trump’s plan, and premiums would be significantly lower for policies that consumers purchase directly.
3. The government wouldn’t subsidize insurance for the people currently under Medicaid expansion, therefore taxpayers may save money.
4. Medicaid would turn into a block grant under Mr. Trump’s plan, limiting the amount of federal money in the program but giving states more leeway in spend.
5. Mr. Trump’s plan also allows insurance companies to sell policies across state lines, which a study found could lead to 7 million people purchasing individual policies or as few as 1 million people purchasing individual policies. The wide variation is due to uncertainty around the difference in premium prices from state-to-state and potential difficulty for insurance companies to establish networks in new communities.
