Providers seeking to reach meaningful use Stage 2 will need to have a patient portal. With this kind of portal, providers can choose whether or not to allow patients access to their notes on them.
In an experiment referred to as OpenNotes, patients were allowed to read what their primary care physicians wrote about them. The reaction to the program was positive and most patients felt they were more in control of their own healthcare, according to the report.
