The letter emphasizes that surveyors are not required to sign documents or provide proof of vaccinations or obtain a surgeon’s consent to observe a surgical procedure. However, surveyors must obtain patient consent prior to observing surgery, and consent must be given through direct communication between the patient and surveyor.

The letter from CMS to State Survey Agency directors is available here.
