The government filed a lawsuit against Rafael Solis, MD, and two other individuals — Sylvia Delgado and Robert Rael — alleging the three had conspired together in a scheme that operated out of Synergy Counseling. The three individuals were accused of billing Medicare and Medicaid between Jan. 2002 and Sept. 2005 for psychotherapy services that were never rendered. Payments to the conspirators amounted to more than $1.4 million, which was split mostly between Ms. Delgado and Mr. Rael.
Additionally, Dr. Solis lied on applications for government medical billing privileges about being under investigation.
