Here are four highlights:
1. In the report, the experts say the Trump administration and Congress should take the necessary measures to stabilize the marketplace in 2018, and then move forward with an ACA repeal the following year.
2. Ms. Owcharenko and Mr. Haislmaier advise Congress to first pass a budget for the fiscal year 2017 and follow that plan up with a reconciliation package. The package would eliminate some of the ACA’s major components.
3. The report lists the second step as entailing Congress pass a budget for FY 2018, and once again follow-up with a FY 2018 reconciliation package that consists of replacement components.
4. The policy experts say the government should impose less stringent regulations on payers in 2018 and states should take on more control over the marketplaces.
