Here are five things to know:
1. The bill would maintain ACA elements including safeguards against insurers discriminating based on pre-existing conditions and the law’s tax increases.
2. Keeping the ACA’s tax increases and Medicare cuts help address the question of how Republicans would pay for their ACA alternative.
3. Insurers have spent six year adapting to the new health system, so they are largely against full repeal of the ACA. However, payers may be open to changes.
4. Speaker Paul Ryan (R-Wis.) has proposed creating a task force that would devise its own ACA replacement plan. While his plan would likely repeal the entire ACA, some of his plan would parallel ACA elements.
5. Sen. John Cornyn (R-Texas), the Senate’s Assistant Majority Leader, has agreed to study the proposal.
