A new House vote was needed because the bill was slightly changed from the version the House passed on Sunday. The Senate parliamentarian removed some provisions on educational grants, saying they violated budget reconciliation rules.
Meanwhile, more than 40 Republican amendments aimed at thwarting the reforms were defeated in the Senate vote.
