The physicians group was originally granted a certificate of need by the Department of Community Health, but University Health Services and Doctors Hospital Surgery Center filed opposed the decision. On Wednesday, Judge James G. Blanchard ruled against the two competing facilities, stating that the physicians group’s ability to convince the Department of Health that it would provide unmet healthcare needs of the county’s poor and low-income residents qualified the groups from the certificate of need.
