The discussion was the result of comments from a letter Dr. Daines issued last month, which noted “the dilemma facing physicians and hospitals trying to navigate New York’s hybrid regulatory and market-based healthcare system,” according to the release.
The PHC noted that the current framework for applications was ineffective and noted that no firm guidelines exist to assess if a new surgery center would “destabilize” healthcare services in an area, although policy does assess the financial impacts of new centers on existing providers. Also, the DOH said it would continue to examine whether or not new centers are upholding promises made in their applications fro the treatment of Medicaid or uninsured patients.
