The program was created under the federal healthcare reform law and intended to assist those who could not buy health insurance until 2014, when new health insurance exchanges are set to launch.
Starting this July, the high-deductible federal plan will require “co-insurance” payments when participants use hospitals and behavioral health services. Premiums for the plan will also drop 4 percent.
