The surgical center is being built by East Texas Medical Center-Crockett (Texas). It is receiving funding, in part, through a $1 million investment of tax dollars approved by the board. For every $1 the board allocates into an account for the project, it is matched by $1.50 through an Upper Payment Limit program.

A board member expressed concern about funding for the project when he read this matching program might be eliminated, according to the report. The board’s president said the construction should not be affected since the money was already matched. Another board member requested the board receive monthly progress updates, noting the significant investment of taxpayer money into the project.

The surgery center has a target completion date of Dec. 31, 2012.
