Stephanie Gibbs, who worked for First Coast Service Options in Jacksonville, oversaw Medicare enrollment applications submitted by Gilbert Sanabria Jr., owner of South Florida Health Care Connection, which specialized in setting up phony Medicare-licensed clinics and selling them off.
Ms. Gibbs is the first Medicare contract employee in the nation convicted for accepting payoffs from licensed operators.
