ASCA Government Affairs Committee Sets Agenda for 2013

ASCA's Government Affairs Committee has approved the association’s 2013 legislative and regulatory agenda, according to an ASCA report.

The agenda calls for ASCA to continue working on issues on the association's 2012 advocacy program agenda, along with several new initiatives that target emerging problems that have been raised by ASCA members.

Goals on the agenda include:

- Change the basis for the ASC update from the Consumer Price Index for All Urban Consumers (CPI-U) to the hospital market basket;

- Advocate for the exemption of patient encounters in the ASC from being counted when calculating “meaningful use” for a physician;

- Collaborate with other affected groups to design solutions to issues causing drug supply problems at ASCs;

- Decrease the high threshold for determining which procedures are device-intensive procedures in the ASC setting;

- Work to open the Medicare procedures list;

- Modify the physician discharge requirement in Medicare’s conditions for coverage; and

- Eliminate or modify the language in the conditions for coverage that requires a radiologist to be on staff at an ASC.

The committee is also planning to seek a certified EHR for the surgery center setting.
