Iowa Introduces Legislation to Establish ASC Licensing

The Iowa Senate and House of Representatives have introduced legislation to establish ASC licensing in the state, according to an ASCA report.

Senate Study Bill 1063 and House Study Bill 48 are companion bills that establish a statutory definition of ASCs. They also grant the Department of Inspections and Appeals the authority to regulate ASCs. The legislation will also establish a licensing application and fee and give the Department of Public Health the authority to collect quality data already being submitted to CMS.

The Iowa Association of Ambulatory Surgery Centers has been working with legislators and other interested parties on this legislation since last session, when more onerous requirements were proposed. Mary Ryan, IAASC president, feels that the requirements for ASCs outlined in the legislation are reasonable and will, "allow Iowa ASCs to continue to provide efficient, patient-centered care at significant savings for Iowans and for the healthcare system."
