Job Opening: Hospital CEO Sought by North Carolina Division of Prisons

Job Description:

This position is responsible for the overall administrative leadership and operations of Central Prison Healthcare Complex (CPHC), for the State of North Carolina Division of Prisons. Reports to the Deputy Director for Health Services and works closely with the Warden. Works typical office hours, but may be required to work other hours at times due to 24-hour operation of CPHC. Administrative on-call is required on a rotating basis. Responsible for 120 bed Regional Medical Center and 216 bed Inpatient Mental Health Center, ensuring all policies, procedures, and work standards consistently provide quality patient care. Serves as Chair of QA/Risk Management Committee. Responsible for establishment/implementation of the QA plan. Position must ensure that hospital remains accredited by JACHO and ACA, and meets all requirements of DHHS, ASHA, ADA, & NCDOL. Position is also directly or indirectly responsible for training activities conducted by CPHC such as AMA residency training program, nursing students training, dental students training, and several disciplines in the fields of social work, psychology, lab technology, and pharmacy training. Is also responsible for overall safety of patients and employees in CPHC and must ensure that customer needs are met.


Knowledge, Skills and Abilities:

  • Must be able to effectively supervise 8 professional staff who serve as department heads, and 1 administrative assistant
  • Must monitor, analyze, and adjust all CPHC budgets
  • Must ensure that all departments and units work together in best interest of the complex
  • Ensure that all policies/procedures are in keeping with DOP Health Services mandates that CPHC provides community standard care
  • Requires knowledge of health care delivery systems, operations, and trends
  • Delivery of healthcare to mentally ill
  • Large scale budget management; managed care principles
  • Considerable interpersonal skills and ability to think, analyze and resolve difficult issues
  • Must reference numerous State/Departmental policies, fiscal policies, MH Commission rules, JCAHO, and OSHA standards, and life safety code


Training and Experience:

Master's degree in hospital administration, health care administration, or a clinical human resources field, and six years of hospital administrative experience; or a bachelor's degree in health or business administration and eight years of hospital administrative experience; or an equivalent combination of education and experience.

All degrees must be received from appropriately accredited institutions
