JOB TITLE: ASC Branch Nurse Manager

LOCATION: The Portland Clinic in Portland, Ore.

HOURS PER WEEK: Exempt/40 Hours

DEPARTMENT: Day Surgery

PRIMARY FUNCTION: Responsible for staffing, directing, coordinating and controlling the multi‑disciplinary activities required providing a safe environment for patients undergoing invasive procedures or surgery. Also responsible for the interpretation, direction and evaluation of nursing practice to insure safe, efficient, and therapeutically effective nursing care throughout the facility.


DUTIES AND RESPONSIBILITIES: (*ESSENTIAL FUNCTIONS):

1. Attend committee meetings; submit agenda items, gather data for review and analysis, and carry out decisions made.*

2. Review, revise and update all Policy and Procedure Manuals, Job Descriptions, etc. on a regular basis.*

3. Assure the facility's compliance with all local, state and federal regulations and deal with all review agencies.*

4. Hire, evaluate, discipline, train, orient, and evaluate workloads for all nursing and technical staff.*

5. Attend all Professional Staff and committee meetings. Contribute to agenda, gather data for review and analysis, and act on decisions made.*

6. Resolve conflicts, mediate, and require compliance with policies by employees and physicians.*

7. Assume responsibility for the formulation and implementation of a nursing philosophy and objectives consistent with the stated goals of the organization.*

8. Responsible for evaluation of programs and patient care activities.*

9. Responsible for continued compliance with regulatory standards and assures documentation of patient care to meet criteria dictated by legal practice, state and federal health standards.*

10. Responsible for assigning responsibilities and delegating authority that will facilitate safe, effective and efficient care for the surgical patient.*

11. Provide leadership and support in developing and maintaining effective relationships with the Professional Staff.*

12. Establish, maintain, analyze and evaluate standards of nursing care within the facility in compliance with professional nursing standards and recommended operating room, pre‑ and post‑operative procedures.*

13. Responsible for collaborating on standards of performance and maintaining effective working relationships with nursing personnel and support services.*

14. Responsible for the recruitment, retention, training, evaluation and supervision of nursing personnel.*

15. Maintain awareness of professional issues at the local, state and national levels that impact the delivery of nursing services and health care management.

16. Responsible for the maintenance of effective and efficient patient care in the facility.*

17. Initiate and/or support activities to control costs without compromising patient care.

18. Ensure that existing nursing policies and procedures are understood and implemented.*

19. Responsible for the ordering, receiving, storage and distribution of medical supplies and drugs, including monitoring usage and adjusting stock levels according to needs of the facility.*

20. Make recommendations for medical supplies and equipment purchases based on the technological and staff changes.

21. Delegate responsibilities appropriately and as needed, with notification to Medical Director and Branch Administrative Manager.

22. Work with Purchasing Department to assure timely delivery of needed supplies and appropriate inventory levels.*

23. Review Nursing and Technical staff timesheets, monitor and approve vacations, sick time, and education time.*

24. Reduce chances of nosological infection by directing attention to infection control and environmental safety practices.*

25. Is expected to have general nursing knowledge of all surgical procedures performed at the facility.

26. Oversee responsibility for assurance of patient safety during the state of enforced dependency created during the perioperative phase of the patient care.

27. Responsible for creating and maintaining a safe, therapeutic environment in which the patient's psychological, physiological and physical needs are identified, anticipated and met.*

28. Have thorough working knowledge of surgical aseptic technique and its application.*

29. Aware of compliance to life, safety, equipment use, operation of utility systems, security, hazardous materials, and waste management. Attends and participates positively in safety discussions.

30. Know the Incident Report system; report incidents in a timely manner.

31. Actively participate in the design changes involved with institutional safety, satisfying OSHA and HIPAA standards along with required compliance standards.

32. Demonstrate complete understating of established emergency procedures for the Surgery Center.

33. Complete all employee/patient incident documentation in a thorough and timely manner.*


EDUCATION/LICENSES/EXPERIENCED REQUIRED:

Graduate of a Professional School of Nursing.

Current State license as a Registered Nurse.

Current certification in basic CPR for Healthcare Professionals.

Evidence of continuing education.

Two years in a nursing supervisory experience in outpatient surgery.

Good command of the English language, both verbal and written.

Ability to work well with physicians, employees, patients and others.

Current ACLS certification, preferred.

The Governing Board or Licensing Council may periodically determine other qualifications.
