STAT: What 7 healthcare entities won and lost under the GOP healthcare bill?

The House passed the revised Republican healthcare bill in a 217-to-213 vote on May 4.

STAT reporter Lev Facher details the winners and losers under the healthcare bill.

Winners
Healthy young Americans
Previous CBO estimates said the previous version of the GOP's healthcare bill, the American Health Care Act, would lower premiums for young adults. STAT says this bill will likely do the same and those young people will not face a penalty immediately for lacking insurance.

The plan will maintain the ACA provision allow Americans to stay on their parents' coverage until age 26.

Insurance companies
Under the bill, payers in some states can apply for waivers to the rules that allow them to charge higher premiums for patients with preexisting conditions. This move will likely deter high-cost patients from buying insurance.

Wealthier Americans
The bill eliminates the 0.9 percent tax on annual income surpassing $200,000.

Losers
Advocacy groups
Many groups, like the American Diabetes Association, opposed the legislation as they would face funding reductions.

Elderly and patients with preexisting conditions
While the bill requires payers to offer plans to patients with preexisting conditions, this may not hold true in some states where payers can apply for a waiver to charge higher premiums.

The ACA had a provision preventing payers from charging elderly Americans more than three times the rates of younger enrollees. The GOP will up this figure to five times.

Planned Parenthood
The AHCA does not mention Planned Parenthood. STAT reports it contains language concerning "essential community providers that are primarily engaged in family planning services, reproductive health and related medical care." The bill would not provide Medicaid funding for that care unless it is a rape or incest case.

Moderate Republicans
Following this move, many Democrats are working on healthcare ads for the 2018 midterms. While some moderate Republicans voted against the bill, the Democratic party may gain more traction if the bill has a major fallout for Americans.
