3. In reality, most small businesses have not received much aid from the Small Business Health Options Program or the Small Health Care Tax Credit.
4. Some small businesses offer health reimbursement arrangements, providing employees with a fixed amount of funds for medical costs. However, the Internal Revenue Service ruled HRAs do not fall within the ACA's mandates.
