1. Some leaders feel the environment is similar to what it was like when the government implemented the ACA.
2. Organizations are slowing down and/or halting new capital investments while the legislation better defines the federal regulatory landscape.
3. The organizations say their biggest challenges are associated with ACA and/or Medicaid business.
Surveyors concluded that, "cutbacks in these already low-margin business lines are likely to have a disproportionately negative impact on those organizations."
