Arkansas Insurance Commissioner Asks to Set Up Health Insurance Exchange

Arkansas Insurance Commissioner Jay Bradford said Monday he plans to ask the state Legislature for the authority to set up its health insurance exchange next year, according to a Bloomberg Businessweek report.

The state insurance department has been planning for the exchange using a $1 million grant, but legislation that would authorize the implementation stalled in the Legislature earlier this year because of pushback against the health reform law.

Mr. Bradford said the state may find it difficult to consider the exchange legislation because non-budget matters during the fiscal session require a two-thirds vote in both chambers to be eligible for consideration.

Mr. Bradford and Arkansas Gov. Mike Beebe have warned lawmakers that if the state does not set up its own health insurance exchange, the federal government will step in and set one up for them.
